DLs, RCs to Follow Same Format Across India from July 2019– to Offer Easier Access

In a move, Indian Government has decided to convert important documents related to vehicle- the Driving Licenses (DLs) and Registration Certificates (RCs) uniform across the country. After July 2019, the DLs and RCs will be in same look, design and colour. Altogether, the security features including micro-printed text, guilloche printing, micro-line, hologram, ultraviolet fluorescent colour and watermark will also be identical.

Permitted under the title ‘Indian Union Driving License’, the new driving licenses will also contain national and state government logos;name of issuing authority; issue and validity date; name, blood group and organ donation details of the license holder; emergency number; QR Code; and vehicle category.

The additional information such as the details about the organ donation (new introduction) and vehicle designed specially for any physically challenged individual will also be part of the DLs.

While the RCs will mention the title ‘Indian Union Vehicle Registration Certificate’ and state and national government logo; name of issuing authority; issue and validity date; type of vehicle (commercial or non-commercial); chassis and engine numbers; and fuel and emission norms (BS-IV/BS-VI).

Driving Licenses New Rules

All the information about the individual or vehicle will be stored in microchips and QR Code of the smart DLs and RCs. In addition to this, there will be the near-field communication (NFC) feature that is recently being provided in the credit/debit and metro cards. It allows an easy access of documents’ information through hand-held devices in use by the enforcement agencies. Also, one can access data through the microchip and QR Code as well. The operations such as data fetch and store will be processed from the central database of Vahan (for vehicles) and Sarthi (driver).

The shifting of old DLs and RCs to new one will be time consuming as the existing systems and programs are old in working and need to be upgraded. As per a report, per month, the considered authority issues around 9.6 lakh DLs and 13 lakh RCs across India.

As compared to ongoing DLs and RCs, the new ones will be costlier by around Rs 15-20, an amount which is tradeable for all States and Union Territories in the country. While, who are bearing old DLs and RCs will be valid till the mentioned validity date on them. Soon after the expiration of validity date one can shift to new DLs and RCs by following issuance process.
