Modi Govt Plans to Digitize Motor Vehicle Act Under Digital India Program

The Central Government is going to change Motor Vehicle rules sooner. They are planning to digitize Motor Vehicle Act under Digital India initiative. It will end up the need of carrying documents like the Driving Licence, Registration Certificate and Insurance papers as they will be available in your smartphone. In Fact, the traffic police used to see the original documents of the vehicle since now. Yet, post revision in rules, their digital versions will also be accepted.

Following the same Maharashtra Government is going to issue a notification soon:

What will be the Change?

Post revision in Motor Vehicle rules, the traffic controllers will accept the digital version of all documents. It includes Registration Certificate, Insurance, PUC and Driving Licence as well. An advisory on this issue can be released by the Road Transport Ministry soon. In the recently proposed drafts, the digital documents are also included. After modification, all the documents will be available digitally in government’s cloud based platform Digilocker. It is linked to citizens identity and get validated from Aadhar and department database available with the State e-Governance Department. As per IT Act 2000, all the documents’ copies are mandated digitally on Digilocker.

No Construction Material in Open Truck:

The open truck will not be loaded with sand, cement and soil, according to a draft by the Road Transport Ministry. After modification in provisions, a closed truck will be allowed to carry construction material. Further, it is also mentioned in the draft that if the cargo vehicle contains this construction material openly, then they are required to cover this with tarpaulin.

Background of the Proposal:

According to the Road Transport Ministry, in developed countries, the construction material is carried only in closed trucks. Keeping this idea in mind, this proposal is formulated. As per the official, when an open truck carries such material, the environment is highly affected by this act. The close truck carrying construction material will stop such environment opposing actions.Further, it is also mentioned that the provision for mandatory two drivers on the truck running on the long route, is also put to modify in the draft. Also, the FASTags, fixing reflective tapes and vehicle tracking system will also be considered to affix on vehicles with National Permit.
